People have been talking about this rule for around half a year now but as of August 21. 2024 this rule is not part of the rulebook.
If this is actually a planned change then Riot need to hurry tf up and update the rules to remove any uncertainty. EMEA ascension is about to end in 2 days Americas in 8 and Apac in 16.

I have gotten someone directly working directly for riot (doing stuff for t3) to semi confirm offrecord that they are looking into possibly changing this in the future (that was about half a year ago so there would have been time) however I have not heard any confirmation that it has actually been changed or is going to change for the 2025 season from anywhere
