I mean valve hand out invites based on strength (first in a long time moment where asia got a 3rd slot, Americas has increased the number of its participants as well). The solution is quite simple, send the best teams from oceania, asia and NA and SA to EU and you will get a growing scene. E.g. EF, Mongolz, talon, flyquest, col, pain, 9z, imperial. Also a huge boost for China is that every EU, NA, SA, ASia team has to play RMRs and Major in Shanghai.That means that teams from all over the world will be in Shanghai for a month, so that probably gives a huge opportunity for smaller tier teams to pracc huge tier teams. ALso next year there will be more tournaments, most in Europe so I think tier 1.5-2 will get the chance to build up experience
