Well there is levels to it. Leo for example has an absolutely ridiculously low FKPR and FDPR, lowest in the world. He absolutely never takes the first duel, an initiator is not supposed to take the duel so it is good. But I can see how that being on the edge of baiting, justified baiting? Maybe, but still
