Anyone know how the grouping/format works?

4 Groups, 16 teams.
I assume, for each group:
- The 4 teams must all be from different regions.
- #1 vs. #4 , #2 vs. #3.
- Double-elimination format all the way.
- 2 teams from each group qualifies to playoffs, leaving 8 teams in the playoffs.
Is this correct?
