In pacific case, all top 4 have the highest point and in playoffs, so pretty much whoever loses doesnt matter in their playoff run

Yes. 4 teams from each region. Top 3 in stage 2, and 4th one with highest playoff points (top 3 from stage 2 playoffs excluded)

you trying to say that if team that is in top of champ points(in thier region) goes into top 3(to qualify for champs) in their region than they have 2 slots(1 from champs point and 1 from top 3 in their region)
