kind of yeah. you can lie on your high school resume because most if not all colleges don't really look into it that much unless it is some crazy shit like you made the olympics or won some national award. A lot of people I know usually just lie on how much they have volunteered; however, it is best and i highly recommend that you don't lie at all. It may seem "easy" if you lie on a lot of stuff, but the guilt and possible consequences when you get caught especially to the point where you lie as much as that guy hell even less is completely not worth it.
