no not franchising, in fact valve are getting rid of partner teams agreements for blast/esl starting next year. this is just them removing open qualifiers and will only invite teams from their rankings to the rmrs.

CS doesn't have franchising. Some tournament orgs allow partnered teams, so consistently good teams or orgs with big viewership can ensure an invite, some may even auto them past the first group stage. But that's the biggest extent of it.
It has never applied to Majors.
They'll still be playing against teams or any tier of they manage to qualify for the event.
It's not like the Valorant closed circuit
