I'd think BC would actually be a better place to host.
Toronto sports venues would be hard to schedule the event for. More concerts, more sports events, and thus higher pricing to rent w/ venue owners.
Plus side to TO (Toronto, Ontario) would be greater fan turnout, and more people willing to cross the border from NY, MI, PA, et cetera to come see it. I'm sure riot will/has considered events in Canada. A large part of it could depend on the Visa availability of their staff.

there were TOs to everything for the first 2 years(for example nerdstreet for VCT NA), now its just for tier 2(afreeca TV for some regions in asia) and game changers regions (don't remember any specific examples, i think nerd street used to manage GC in 21/22 too though) obviously very few of these are internationals or LANs, but i've never seen someone call toronto TO
