Did you check Russ' HP and crosshair placement and his opponent's HP? Also you should watch the clip of the moment which Russ got disconnected, his opponent couldn't even shoot him once. It's %100 SMB round.

I think they can't because the problem is about the data transmission between TR and other servers.

it's not related with Turkey's server, it's related with the relay server which is located in Ukranie. Turkey's server (Istanbul) sending data to Ukranie. If it was related with Istanbul server, the match was still going on and there was no disconnect. But all players in Turkey has this issue currently.

No, it's not related with Turkey or any server as I mentioned above. It's related with relay server. it's not related with Turkey's server, it's related with relay server which is located in Ukranie. Turkey's server (Istanbul) sending data to Ukranie. If it was related with Istanbul server, the match was still going on and there was no disconnect. But all players in Turkey has this issue currently.
Typically if it is a server problem every player is experiencing similar issues at similar times. 1 person lagging out is highly unlikely to be a server side issue. If you know anything about networking, you know how many hops are between a player and a game server, the problem is probably in between and completely outside of riot or the players control - unless player switches his ISP.

Riot doesn’t make the servers. They hire companies like Amazon and Microsoft who have the best servers in the world. This goes for the majority of games. For all we know, the issue might be completely out of Riot’s hands.

It may be caused due to routing and network infrastructure between TR and EU servers.
