In the recent Plat Chat episode sideshow kept saying that there will be more teams each year (for example 12 teams in 2025, 13 in 2026, so on). But as I remember (I could be wrong) didn't riot said that partnered teams are contracted for 4 years and that they don't own the slot and also that ascension teams will be allowed only 2 years in the main VCT leagues and then they will be demoted allowing for new teams to enter main leagues.

I can explain in more detail if you want but basically 2024 ascension will be the last year where only 1 team ascends, from 2025 on, 2 teams will ascend every year. 2026 will be the first year with 14 teams and will stay that way from there on, rotating 2 teams per year

Yes but by the time the first demotion comes around the format changes to ascend 2 teams a year, so the winners directly replaces the 13th slot and then the 14th slot is filled by the runners up
2024 season - 11
2025 season - 12
2026 season - 14 (2 ascended teams with G2 "relegated" down)
2023: 1 team ascends (11 team league)
2024: 1 team ascends (12 team league)
2025: 2 team ascend, 2023 team is relegated (13 team league)
2026: 2 team ascend, 2024 team is relegated (14 team league)
2027 and on: 2 teams ascend and the 2 teams that ascended 2 years ago (2025) are relegated (14 team league forever)

Riot also said explicitly that the max would be 14. Yes ascension teams keep their slot for two years only, but that just means in 2025 two teams will ascend.
14 team max since ascension from 2025 onwards will send 2 teams to the international leagues
