Why is China allowed to have 2 imports?

I get they could do it until now because they were a tier 2 region and not part of VCT. But now they are part of VCT and NiP just announced 2 Singaporean players, how does that makes sense? It is so unfair for the other 3 International Leagues.
They also announced 1 Hong Kong player and 1 Taiwanese but well, I don't think they are considered imports for obvious reasons.

Maybe they are not in franchise yet so 2 SG are allowed and Riot is planning to count HK, TW in China too( political issues incoming🗿)

I didn't mix up anything.
China is now supposed to be a major league, and every major league allows 1 import only. Why does NiP have 2?
