CIS has Gambit, NaVi, and Virtus.Pro which are all top 5 teams, and arguably the top 3 right now. EU is going to have its good teams like it usually does with Heroic, G2, possibly Astralis with how they do without Device, and possibly NIP considering how they do with Device. NA and BR imo are tied for me, because outside of Furia/Team Liquid, what else is offered? MIBR? Evil Geniuses? Extra Salt? Furia is better than Liquid imo, but the greater field outside of the top teams is favoring NA for me which is why they're tied. And I don't really know about LATAM or China, and I'm assuming you aren't including FPX in China. The only LATAM team I know is 9z and that's because they beat Vitality, which I guess means they haave the talent to compete against Europe's best? Anyway yeah that's my ranking.

Brazil has more talented players but NA has a lot more money and infrastructure, so in the long run NA will always be better

If BR does well internationally there will be more investment into their scene, but they are just as likely to get poached as to have actual BR teams built with investment.
