I’m gonna try to make it more clear for you, I just gave you 2 arguments
1 Riot has way more money than what they spend, they decide to assign each department a budget of what they think it’s proper to spend on that department. Yes it is independent, Riot does not spend all their money which means assigning more money to a department does not mean taking it from the other one
2 If they that was the case and they were a smaller company that has a tighter budget taking it from your skins team which is where your money comes from, then you would have an even lower budget and less money to fix the game long term
