Yeah but for some regions that's all they are going to get
Each major region (Americas, EMEA and Pacific) will have smaller leagues inside it
Teams will compete in their respective leagues (the teams that DIDNT make franchising), the winner (or top something) of each minor league will go to Challengers Ascension, which is like a Playoff for promotion. Winner of each respective Ascension tournament (each major region gets one) qualifies to the Partnered League for 2 years. This will expand to 2 Ascension teams then 3
TL:DR, each major league will have smaller leagues, top teams from those smaller leagues will go to its respective major league challenger ascension, winner of that gains a 2 year promotion to the partnered league.
