People forget T1’s partnership with nerd street gamers and that they helped fund all these huge tournaments/qualifiers they ran for riot in NA and helped develop the scene. Riot will not forget that.. T1 will make it regardless of roster.

That is true, but I think they do pretty good job with LoL and its leagues but letting G2 into NA would just confirm that they don't care for EMEA almost at all and that they don't want to build it to similar potential than let's say LEC in LoL. G2 is the EU team even if they don't have rosters that do good.
