Well not really. Zhuque is the domestic 'academy'-ish team for FPX. Since Valorant still hasn't been released officially in China, they have the liberty to just have a domestic team for these purposes.

Pretty much, the ruling basically is that one org can't have multiple teams competing in vct (with an exclusion for team with a male and female team). As China is not yet integrated into the vct system they are perfectly fine both having a Chinese team and an emea team
