Howcome the lack of imminent franchising means more orgs will be leaving? From my understasnding, franchising in TLDR terms is pay to play for orgs and is looked at as a prohibitive thing for "lesser" regions. Can you explain pls?

You must remember, it's not riot's objective to ensure that they create the most competetive tournament possible by having the best teams in the world. They want viewership and growth, so no matter how weak teams from India, Japan or wherever else may be, their viewer numbers destroy OCE.
It is a shame and RIOT did F up in terms of helping these 2 teams head over to NA. There is probably also some blame to be put on the orgs also, I can't help but think if they took some matters into their own hands (finances permitting of course), that this mess could have been navigated much sooner.

They're not "spoon feeding" the other regions, it's called wise investing. The game is obviously going to generate more revenue in regions such as EU CIS NA TR, because these regions are proven to be hyper lucrative in esports. And SIMULTANEOUSLY they have already shown investment in minor regions like India/SA.

And that likely will boost the game in that region tremendously having a knock on effect to awareness of the PC game. India will be too large a region to ignore in not too distant future. There's money there, and companies like money.
