mostly geographical factors that make it impossible to grow, the country is extremely so you can't scrim or play ranked in any other region at a reasonable ping, while not really having a big enough population to have self sustained competition. small population and relatively low level quality of play means no one is watching, no one watching means no orgs, no orgs means low quality of play because no one is being paid to play, they're all in school or working 9-5s, means no one watching, etc. the best players need to get lucky enough to maybe move across the world or to china.

oce esports only really sees success when you leave. in overwatch, the best oce team blank esports in moved to asia and lived in cheap apartments for months so they could actually scrim high level teams in korea and it led to them doing pretty well in pacific tier 2 for a few years and consistently bringing australia to the world cup playoffs. there were individual standouts in oce who eventually made it to tier 1 through going to NA tier 2 first. Custa, Trill, Colorhex and Punk all moved to NA to play (in particular, colorhex and punk were scouted by boston uprising for their academy team. boston uprising were a unique team that went all on on trying to scout hidden gems from multiple regions, valorant doesn't really have a team like that). A similar thing in valorant happened with soniqs moving to NA, but then soniqs gradually abandoned their oce players.

there's also way less of a spotlight on OCE in valorant. once again comparing overwatch and valorant, both games gave OCE a dedicated tier 2 league, but valorant has WAY more tier 2 leagues than overwatch had during the overwatch league era. notably, massive regions like emea and pacific were condensed into one tier 2 league each whereas in valorant they get several. this means that OCE tier 2 in overwatch was a much larger part of a much smaller system, naturally meaning more people were watching and talking about it, more tier 1 teams were scouting it for players for their academy teams, etc. overwatch also had a world cup that exposed oce players to a larger audience, whereas only diehard t2 viewers who watch ascension will ever see an oce team play.

also, import rules. this is kind of an issue for oce both in terms of oce players as imports, and importing other region's players into oce. imo oce would maybe see a little more success if their import status was loosened a bit since they don't really fit neatly into any region, and they face a lot of potential language barrier issues in pacific unless they go to like, GE.
import rules also work against the development of the region in my opinion. overwatch was kind of notorious for not having import rules so korean players completely dominated the scene, but it also meant that there were a few decently good korean players smurfing in OCE that did bring the level of play up, and did actually expose the otherwise isolated region to some global competition.

that's not to say it's hopeless or that there are NO opportunities. riot are open to hosting masters tournaments all over the world, and a masters in sydney or melbourne or something could bring a lot of local attention to the scene again. There have been a few cases of oce tournaments in other games being broadcast on TV. Mcdonalds sponsored tier 2 OCE overwatch for a few years. there's always the possibility of a breakout ascension performance from an OCE team too.

there's always gonna be teams that lose early in playoffs, that's how the format works. there's always gonna be teams that underperform and overperform and matchups that aren't competitive. it says nothing about the strength of the region

the show is already 4 hours long, they have 3 full regions to cover. they usually have to skip over one or two of the least interesting matches and that happened to be GE's match this time.
