viper was never the meta on haven, she was fine on it and got played somewhat but was not meta (27% pickrate at champions 2023, 13% at tokyo)
she also was not "needed" on pearl despite being pretty solid on it (42% pickrate at champions 2023)
and i also wouldn't call 30% pickrate at champions and 13% pickrate at tokyo a "lot" of use on fracture
