Viper on haven makes your defaults a lot better on tside (wall cuts info on A) and makes your postplants better if you can get in the site and plant with viper orb CT + molly the retake becomes super hard (viper ult compounds on this strength)
Defensively viper allows for floods to happen a lot easier with the smoke on A / wall C and also helps continuously stall throughout a round by way of reusing fuel
The downsides is that viper makes your Tside a lot less explosive since you usually give up your breach to play viper (flashless comp/solo init is hard to exec fast with), you basically have to default well every round
Same thing on ct, full set retakes are a lot weaker because you no longer have a breach who can get you back in the dite, the viper comp relies a lot on good map reads and flooding if you can’f defend the site

not to say I am defending LF's approach to Tier 2 (i agree there should be more org support), but i believe that faria clarified upon the original tweet OP quoted; saying that they are "not looking for stability" in tier 2 meant that he didn't want tier 2 to be somewhere orgs would be content to stay in forever
