is not broken if you know how to counter it, obviously is harder to counter a Neon than other duelists due to its fast-paced gameplay it brings; but you've seen star players like aspas struggle to stay consistent on it because other teams know how to punish it
If he could use other duelists as good or close as his Neon then I'm sure he deserves T1. He is a super aggro player that's why Neon fits him so well
