there are many other factors that contribute to the lack of kr growth such as; lack of org investment (especially T1, pride and joy of korea getting a team in different region, T1 alone would increase kr growth by 50%), no tier2 scene, no 3rd party, vanguard not working with pc bangs early in the game, lakia to vision strikers ending nuturn
