I think what he means by "none of them has ever played in tier 1" means for the 3 strong candidates, not the entire 6 players on the list. He also said if the 3 strong candidates didn't work he would try for the other 3.

He also said "They are not all Indonesian" From what I've remembered, I think the 6 names are not all Indonesian maybe? (even tho the switch to English is unlikely)

I think he means the 3 strong names are not from tier 1, because he said that Lmemore is also one of the 6 included names. You can find the information in the VALO2ASIA podcast. (He said that there are 6 names on the shortlist and 3 "strong names" for the 5th player)
