My knowledge of this may be outdated, I just know it used to be the case for Valve sponsored Dota 2 events like The International.
What are Riot's rules on replacing placers for teams that have already qualified for a major event like this? Valve would make them re-qualify.

I think he makes some good points here. Riot has to make sure the casual and semi-pro player base stays engaged for the pro scene, and the game as a whole, to grow.

Not all of those changes are coming in 2021, the first three bullet points on your list are coming in the Act 3 update next week.
