I think one of the problems for SEN is that in NA I hear that scrims aren't very frequent and there have been basically no NA tournaments in between the VCT events and its a little hard for SEN to be more flexible with their maps/roles/agent without proper practice but If more Tier 1 tournaments pop up in 2022 in NA we could see a lot of improvement from their teams

TLDR; SEN flexibility issues is due to lack of practice with the scrim environment in NA

I think what I love about this games competitive is so many regions can compete at high levels VK put up a hard fight against NV but I am biased so I was pretty happy bout that
