Yeah, I couldn't find the ratings for china on vlr.
I used bayesian average to calculate the ratings - I wanted to take into account the number of matches played by a player on an agent while ranking them, and the bayesian average provides an estimate of their average rating.
(I am not an expert in statistics, this is what my friends suggested me to use)

I did a project where I scraped the ratings of each player in VCT Stage-1 from vlr.gg and rib.gg. I then calculated a score for each player based on their average rating, and the number of matches played by each player. imo they need another controller... maybe if figure out a way to include lightningfast to play the second controller in maps like pearl/lotus (where double controller is a meta) they might have a chance
