That's what he should've been on KC as well tbh, the recon role never really worked for him (nor did Harbor, he's best when the Harbor is being played by somebody else)

I fully recommend Mississauga in that case. It is a bit pricier than some of the other cities I mentioned but it's by far the most developed, and it's right next to Toronto so visiting is very convenient
If that's too pricy then I'd recommend looking at a city like Markham
