Connect to your router, it should say the ip address to put into your browser (e.g. 192.168.0.1) on the body of the router or the manual or something. You can do it on your computer as this doesn't need internet access.
I don't know what router you're using, but there should be an option for DHCP somewhere; check and make sure DHCP is on for ethernet connections. Otherwise you can try to manually assign an IP address to your computer.
How is your network set up? (e.g. xfinity coaxial cable -> modem -> router -(ethernet)-> computer)
Maybe your router doesn't have DHCP enabled?
