They're favored, although maybe not as much as some odds make it look like. Sharks have some big flaws.
They have a perma veto and with that they can't target their veto on opponent's map pool. Also, besides having a perma veto, they have 2/4 good maps and the other 2 are very average (and when playing against teams on the same level/better, being average on a map should mean that you're likely to lose). Also, they still play the old brazilian meta with more fast paced and explosive entry rellying too much on duelists. And I don't think they had enough time to re-adapt to the current meta with the broken agents in Viper and Astra.
In Brazil, they didn't get punished so much cuz most of their opponents also still played that old brazilian meta. VKS was one of the exceptions and were able to punish Sharks.

I have really no idea about top 4, but trying to build it somehow:
1 - Liquid
2 - Sentinels
3 - VKS
4 - Fnatic
5 - Noturn
6 - KRU/Sharks
That's pretty much the top 4 going into the tournment IMO and I can't say really well who is the best among them. While FNC and LIQ are clearly strong, SEN is in a scenario where most of the other teams are really bad so we can't measure how good they are while VKS is in BR where there where only 4 teams that were actually competitive, but how good was this competitiveness? Maybe even Noturn is better than that. Maybe they're the real deal.
We also have Rainbow six and Brazil is like the best in it (in terms of country), maybe EU as a region is better than BR but I've not been following so not sure about it. Just checked and Brazil has 6/14 teams that are still alive on Six Invitational with 3/4 that are on Upper bracket semifinals.
Tracing parallels with other games is not that relevant atm. After the international events this year I'm pretty sure Riot will make many changes in the seeding. Maybe Br isn't even top3 region. Maybe it's top 2 after EU. We will know after the competitions and I hope Riot addresses it accordingly.
Now about the topic question: Do BR deserves it? No. Do they have any fault on having 2 teams on it? Also no. I think the format of the tournment is pretty trash and the randomization putting all the other 8 teams in the same pack with some of them having advantage over the other just brought even more arguments for people to complain. But no team that got a "lucky" draw has any fault on it. It's very easy to complain after the result. If br had had a bad draw and got both teams the first game while either NA or EU or both had both teams on the second game the other side would be the ones complaining. In the end, blame Riot, not Br, VKS or SHK.
Should've released fznn too. If gamelanders replaced those 2 with improvements (and finding improvements for them wouldn't be hard at all) they could go back to top 1 or at least top 2.

It's more like, Gamelanders have Jhow and fznn. So they're never going anywhere. Issue with gamelanders is: they're made of 4 friends (who used to play PointBlank and even were world champions before) + Mwzera. So now that some of them are clearly one or more steps behind the rest of the team, it's harder to deal with the situation. They should've changed the lineup quite a while ago if they actually wanna compete in a world level (and atm, even in br level cuz they're clearly getting more and more behind the other teams).
