We're going to make a pyramid system with 3 circuits going on simultaneously. The top tier of this pyramid will be the regional leagues (VCTP, VCTE and VCTA). these leagues will form as the only form of qualification into Masters and Champions. Just like it is now. However, leagues will hae some changes.

I'm going to go under the assumption that this change will start in 2024, so the regional leagues have 11 teams a side

In the first year of implementation the top 2 teams that finish in Ascension will qualify for the Regional Leagues as to increase the league sizes to 14 teams. and at the same time another 10 teams will be selected to form the new regional second division, which will be played and hosted in a city of riots choosing. Keep in mind that this can only ever happen if the VCT is stable (and rich) enough to make this happen. my best guess for when we'll know if this will ever be an option will be 2027, we'll see then if the VCT is going to die, or if it's going to become the biggest Esports league in the world.

This year will see the implementation of the biggest orgs in the 2024 second dicision season qualify to the NEW second division. this will make the challengers leagues the new THIRD division. At the end of the same year we'll see the top 4 teams in the second diviion be promoted to the first division and the bottom 4 teams of the first division be RELEGATED to the second division.
The following year (2026) will be the year the full pyramid will work, Bottom 3 in VCT relegate into second division and top 3 in second div qualify into first div. The bottom 1 team in the second div will then be relegated back into their challengers league and the winner of Ascension will qualify into the second division.

pro-rel is an option to implement in a few years but RIGHT NOW orgs need a strong financial sense of stability. Look at the A-League (Australias footballl top flight). We started off as a franchised league, pretty simmilar to VCT, but now we're starting plans to implement PRO-REL into these leagues.

But in order to do this we needed to wait for:

T2 clubs to be financially stable
T1 Viewership to be a majjor incentive
T1 orgs income to be both a major incentive and stable
T2 clubs to even want to go into the first division with their smaller stadiums(viewership)
