I don't think you get that that is the entire point of the damn ability. The reason why Jett can''t shoot while dashing is because she is invulnerable. Neon is very much vulnerable, its just a skill issue that you can't track her predictable path. Slowing down the slide is definitely needed, but removing all skill and usability involved in the central part of Neon's kit is the dumbest way to balance any ability. If you nerf her in the way you suggested (Can't pull out their gun until the slide finishes.) Neon's pick-rate will plummet to 0.1%, and the people who still play her will never use her slide ability because it's a direct downgrade to just dry-swinging.

Neon meta is objectively better to fight against, which says how ass the Chamber meta was. If a Chamber peeked into 5 people and got one, they had a 100ms teleport that makes their escape all but a formality. If a Neon does that and gets one, they are getting traded every day of the week unless nobody is looking at them. Neon takes significantly more skill to be effective with than Chamber-learning how to bhop, entry, and make sure not to overheat vs place a teleport in spawn and another somewhat close to where you want to go and then press a single button if things go south. Chamber single-handedly bended in such a way that three initiatiors were required to stand a chance, Neon hasn't really done that.

NEON IS NOT OVERPOWERED. The most she needs is a small nerf, and the other agents need buffs. She does not need the Astra treatment, the only nerfs needed is to make her High Gear require much more commitment rather than a drive-by and to make it possible to hit her while shes bhoping. My proposed nerfs:
Universal stun change (because stuns just suck):

• No more crosshair shake, just increase inaccuracy by 2.5x along with all of the other stun effects.

  Yes the stun buff does buff her Relay Bolt (Q), you'll see why.

  High Gear (E) proposed changes:

• Neon's slide is 0.05x slower.
• Sprint does not deplete until the neon High Gear activation animation has completed.
• High Gear's speed bonus applies at the end of the animation instead of the beginning.
• Reduce gun pull-out time change up from ~0.2 seconds to ~0.4 seconds.
• Slide has a 1.5 second cooldown.
• Jumping while High Gear is active decreases Neon's speed by 0.15x every time.
  Overdrive (X) proposed changes:
• Revert all High Gear nerfs
• Kills during Overdrive only restore 25% of the Sprint bar.
