Why not? So you'd rather have 4 characters working on a site than 5? Have a character that can do multiple things is good.

But in exchange for that they're useless for entering site. Her ult is crazy good to be honest and at least she can use a flash in entry. Meanwhile the most cypher can do is put a cam down which in most cases immediately gets broken. She for sure can stand on her own as long as you have half competent teammates that can realize people can flank.
