And mixwell might not have the firepower for a top tier team but is definitely enough for the league dude, experience has value. If you think he is not a top 100 players in the region you're delusional

And third of all ofc orgs are gonna want to have players from their countries but never if that means lowering their level. And no this not only affects EMEA, Jp orgs gonna need Jp players, same with Korea and every Asia country, same with Br and same with LATAM
