Because groups have to be done in one day. Think it this way, its a bo3. The two teams that will go out of groups will have 2-0 and 2-1 in maps. The two teams that don't make it will have a 0-2 and 1-2 score.

You should watch some LATAM games. I mean, KRU did pretty bad on Iceland but they are very dominant on their region. Mazino gives a lot for his team while playing support champs like Viper/sage
Thats because you may see NA seed 2+3 harder than BR seed 1 and KR seed 1. This is fair to believe, but you have to craft the groups considering that
NA seed 1
EMEA seed 1
KR seed 1
BR seed 1
are all distributed into different groups. After that, the best NA team (SEN) faces worst EU team (G2) . 2nd NA team (100T) faces the easier top seed which is BR (VK) , and them you see how the groups are progressively being made.
It's very difficult to make groups which seem equaly balanced to everyone because expectations and comparatives are always a thing.
