Nah financial performance are the number one priority, you don't sign good players with goodwill, you sign them with money , and riot as a company would prefer that people buy org's skin, it's kinda useless if your team is high performing but fails on financial aspect, that's how you end up with LOUD and EG

As long as speaking English doesn't hinders their performance and bringing imports are actually beneficial to the scene, maybe yes, but from my experience with vcj , bringing an English speaking player means you either end up like scarz( your priority is not skilled player first , but japanese player that can speak English) or you go the Sengoku way( the whole Japanese player accommodate the English speaking player and risks dropping their performances)
