There are more Koreans because their talent is superior and this is talking about just tier 1
The amount of talents sitting in Korean and Japanese tier 2 is crazy
And if your plan of a perfect league is having 2 from there and 2 from rest of Pacific for internationals, then it's not really fair to them. Having more talent is not a flaw and if the other countries want more representation, then maybe they should be better.
Even if they do this, the superior talent pool will have the priority and the share will look something like 3 to them, 1 to rest of the Pacific
