They are moving from a sentinel IGL system to an initiator IGL system because initiator IGL systems perform statistically better due to having more impact into the round. I think Platoon has a good video on this very topic.

yeah, phoenix actually works really well as supportive flash initiator. He's kind of like breach, except his flash is stronger, his ult is way cheaper and can actually get hard info, he has a molly analogous to breach's aftershock, and instead of a stun he has a wall for controlling visibility.

what's funny af to me is that FNS had a higher rating than crashies and Victor that game. I think Vic wasn't able to live with that which is why he left so early/was the first to be dropped. Crashies got fully humbled and was willing to work with fns again, but if you have a young superstar like verno available, you have to go with that (unlucky for crashies)
