With the case of excel, in my opinion, they're not that insane on paper, they're just decent(when it comes to top32 territory). Don't feel like calling out anyone in specific, but just look at the history of some of these players and you'll know what I'm saying.

my avg fps is up, but 1% lows are more rough.. fps takes 20% hit when enemy appears on screen

On paper it's a good T2 roster. The question is how well they're gonna mesh together. A lot of rosters can look good on paper, but the roles don't end up working out, or there is some clash over comms/team atmosphere etc... So I guess just wait to see what happens in open qual.
