I think currently tier 2 is not good in investment. And riot need to think about tier 2 before game changes.
One fix is academy team for each league team. now currently lot of APAC teams do.(this was major fix)
Other fix is get rid of game changes and invest it in tier 2(this was minor fix btw)

In America scrims are not series. but come to APAC, China, EMEA scrims results are pretty correct.
