Just look at csgo. They have so many tournaments with like such a big crowd. Even at time of covid they had major with crowd. Why is valo not doing it.

Riot want to manage their esports themselves - they're too lazy to get all requirements for crowd in covid time, since they apparently have more important things
Valve allow ESL, PGL, BLAST and others to set up everything and basically have very little control over their tournaments, which is why CSGO LANs always have crowds, they are handled by tier1 organizers with lots of experience
In other words, Riot doesn't trust anyone, resulting into having shittier events with garbage management
There are only 2 international tournaments per year in League 😂
It's not like they have a lot of work to do
By the way Worlds 2021 didn't have crowd when PGL Stockholm did? Which means there was a possibility for Riot to do some things and get all needed permissions? But they didn't, they went with easier way
Following that kind of mindset, you might want to stay inside your apartment the entire life, because nothing can fully protect you when it comes to outside world
In my country, the second war began, people stopped giving any shit about masks and isolation, that just shows how "scary" covid really is
