non franchise league

can someone explain if there is no "franchise fee" fr 2023 than cant millions of team join like now and hence it wont be a league and resemble a open qualifier more lmao

They are probably doing this to secure spots for teams from poor countries. If it were money based the american teams would grab all spots of the american league and japanese/korean teams wold buy all spots in the asian one lmao.

Its franchising, but without entry fee, so any team can apply

This is a good approach from riot, they can first invite teams to the league but later any team has a chance to qualify for the league.
