Coz they are not as good at entrying as Jett, Raze and Neon + no stopping power in CT such as nades, satchels, stuns.
And double dualistist comps are <<< than initiators or controllers in terms of utility usage and strategy.
This meta will be alive forever in competitive Valorant, so RIP or these duelist agents needs rework to compete with Jett and Raze.

Phoenix and yoru could be used with further buffs, but only as secondary duelist, and most teams dont play two duelist anymore cause a skye or kayo fulfills the role better
