oh okay. How many spots will there be? it would still have to have open quals so around 7 or 8 per group. Maybe make it a swiss stage?

The whole Regional League system was used instead of an open qualifier. There's no additional qualifier. There's gonna be 10 teams that defended their spot from stage 1, +2 teams from relegation. They'll play (presumably) the same format as stage 1
