imo sage shouldn't be allowed to wall pre-round because other abilities that are allowed pre-round only gives you an advantageous position, but the wall will slow down rushes which will be overpowered.
cypher doesn't need that buff, i think he is in a good position.
skye heal can be buffed upto 150 but i think your idea about heal distribution is good because she surpasses sage who is supposed to be the signature healer. otherwise sage heal can be buffed.
kj ult should be destroyed by damaging utilities but give it more health. and a glitch is a glitch so it needs to be fixed.
astra needs 5 stars to be viable but she does need a nerf to be balanced.
otherwise, most of them are good suggestions. i like the idea of "universal smokes" and the ult area reduction for brim and kj. especially brim's ult is op on bind b site. phoenix's wall ideas are good too, but phoenix needs more work than that. apart from the stun delay i can get behind all the breach changes.

Is the breach flash audio thing supposed to buff it or nerf it?.. Also, dont you think Astra with 4 stars would be bad.. considering you would be using 2 smokes for a site push, and it would be diff. to play in def. against teams who play slow ( one way to nerf astra a bit is by inc. the cooldown, but dec. the stars seems too much )

i saw sova nerfs that you mentioned in the twit thread?? tho i dont think he needs major nerfs cause i think initiators are in a fairly good spot rn esp since i see lots of teams running kay/o and breach (on fracture)

i still think phoenix needs massive buffs and the one you mentioned is not enough for him to be picked

Phoenix should definitely be looked into. When ult he should be able to decide where to reappear instead of just getting knifed cuz its too obvious.
