Because there are too many spots to hide from info utils and there not many open spaces to get him to be usefull

Also its hard to get much out of sovas ulti since there are lots of elevation changes

The real Win Condition of Sova is the side clearing Reveal and Drone also you can clear Corners you don't wanna peek yourself with Shock Darts and Sova ain't bad on Split. Some people follow just Trends/Copy plays instead of using their own Brain. Sova isn't just good because of his Ult.

almost any map you can play sova without any knowledge of specific arrows/etc and be perfectly fine and useful to your team but on split its probably the hardest to do on split because their is so much tight space that you have to be pretty keen on how to use his utility to feel useful. I'd say his drone is probably good on any map though

It's hard to play sova on split because they have many angle where they can hide from dart & drone also because his Ult isn't as effective as you play on different map because Split have lots of elevation changes

The only player i know who use Sova on Split is Shao from FPX and it's not his first pick because he usually play Sage instead of Sova on Bind and he's arguably the best Sova on EU
