Slots LATAM and BR 2022

What do you think would be better to do about BR and LATAM slots in 2022?
Many talk about taking one from BR and giving it to LATAM, but many also say that LATAM only has one team, in this case, KRU.

Would it be a good idea to merge the two regions into SA and 3/4 slots?
Putting the two together would remove this question of ''who deserves the most''

Merging the two regions would obviously be the best because we would than get the highest quality of teams, whether they are from LATAM or BR
The only issue with this is I think it could be difficult to execute well, especially with the massive size of South America

BR: 1 slot
LATAM: 1 slot
SA Last Chance: 2 slot (better teams win, better competition)
