Ascending Team Restrictions

How does it work with teams that win ascension?
Are T1 teams banned from poaching any of the players?
Can the ascended org part with players but they need to keep the core?

An ascended team is a slot for the org (only exception being for the guard) so in theory they could sell 1-2 players that ascended to T1-T2 teams
