I didn't watch that match but didn't 100T change their comp and destroyed Sen. Also neon can't jump utility like jett, raze or yoru and neon in general is a high skill agent which requires high level of coordination. I believe this is the same reason why yoru isn't picked more even though he seems like one of the strongest agents in the game.
exactly neon is much better than jett and way better than yoru as a entry. this is why i said sen need to drop zellsis or zekken and fix their role issues https://www.vlr.gg/382955/how-to-fix-sen
