In a way, I agree with you. but at the same time, we as the public don't really know what the actual targets and KPIs are that Riot want to see from the game in year 1.
For all we know, it might still be exceeding what they forcasted. There's no telling.
If we see Riot treat the game, the tourney circuit and the scene poorly in 2022, we can probably assume they're looking at Valorant as a flop (assuming they're not incompetent). If we see them continue to invest in the game and develop these things exponentially, then we can assume that all is going to plan on their end and they're happy with the numbers.
All assumptions though.

Why rito is not promoting valorant champions? The biggest valorant tournament is just 3 weeks away rito should do something to create hype in the community. Getting above 2 MIL viewership is definitely possible for champs.

I think Valorant by itself is the future of competitive tactical shooter. I see how new generations that didn't play cs:go starts from Valorant and enjoy. A lot of girls playing too.
The Champions views can be like in Stockholm Major' event and even more if:
- Rito will organize 5-10k crowd
- Make unbelievable pre shows and marketing for hype train.
So, everything is rely on them.
Besides all of that I wanna say that rito doesn't do well in promoting their game in some main regions. They declined the number of servers yesterday, they don't give CIS Region their servers (this region is 70-80% of all cs:go viewers which rito wants to take). So they do nothing on CIS. CIS carry 70-80% of cs:go views and meanwhile pay $5/month for faceit to play cs:go without cheaters. They have money, they have talented gamers and moreover they have interested viewers. Rito is sleeping.
One thing that’s nice about valorant is that it appeals to multiple groups of people at once, which i think is a very big advantage. If you look at CS for example it tends to attract mostly teenage males and gamers that are serious about FPS. I think Valorant having a massive casual base is pretty good in the long run.
