The CEO of LOUD stated that the NA orgs operate in the $negative$ and he does not intend to join them, so he pays salaries that the org can still make a "profit", that's why he can't secure players like aspas, Less, Sacy and paNcada since the NA orgs offers huge cash for them, but the org itself is quite rich.
